Goals 2000 was developed by Marc Tucker and his friends based on the premise of Outcome Based Education and the international lifelong education movement. The legislation however is much weaker in this respect than most state reform acts. It does not embody the Tucker-Based Human Resource Development Apprenticeship / CIM, so it is less dangerous that what most states have adopted, nor does it specifically cite constructivist or outcome-based teaching practices like Alaska or Kentucky.
