Goals 2000: Index of Education Deform

Goals 2000 is the federal education reform initiative. Critics say is it swaps federal money for federal control swap. Some states are now disavowing Goals 2000 because of objections from parents in the opposition movement.

Goals 2000 was developed by Marc Tucker and his friends based on the premise of Outcome Based Education and the international lifelong education movement. The legislation however is much weaker in this respect than most state reform acts. It does not embody the Tucker-Based Human Resource Development Apprenticeship / CIM, so it is less dangerous that what most states have adopted, nor does it specifically cite constructivist or outcome-based teaching practices like Alaska or Kentucky.

Bonville Critique
Goals 2000, the "Educate America Act." (Public Law 103-227) 
Goals 2000 was intended "to provide a framework for meeting the
National Education Goals established by....this Act." It does so by
"promoting coherent, nationwide, systemic education reform" and
"defining appropriate...Federal, State, and local roles and
responsibilities for education reform and lifelong learning." In
short, the Act, by definition, specifies what each level of
government must do. It is a "top-down" plan for education reform and
statements alleging local control and "voluntary" participation in
only what a school district chooses is intended to be for the most
part mythical. And the law has to do with much more than revamping
schools. It requires a "framework" for "lifelong learning."

   The passage of the GOALS 2000: Educate America Act in March of 1994
   heralded a new role for the federal government in its support for
   education. No longer would the federal role focus only on narrow
   categorical programs. Now, it would also promote a comprehensive
   approach to help all students succeed academically. This new focus on
   achievement grew out of a bipartisan recognition that too many U.S.
   students were not achieving at the levels necessary for them to
   succeed in the modern economy.

Goals 2000 is not federal control of education.

English, mathematics, science, arts, foreign languages, history,

Goals 2000 is not new and untested. Education models based on

Oaklahoma rejects Goals 2000 As you
may be aware, on April 8th I announced that Oklahoma will not
participate in the federal Goals 2000 program. Goals 2000 requires
that states submit school improvement plans to Washington for
approval. Tied to money under the program are federal mandates which
have prompted me to reject Oklahoma's participation.
