I went to check out the NAACP meeting with Seattle Superintendent
Olchefske that was mentioned in a Seattle Times article. The article
said the NAACP had questions about why blacks had lower test scores.
Most the complaints I heard centered around hiring more black
principals (they are "only" about half of the principals), more black
staff, and more black leadership. Most were supportive of "higher
standards", and agreed with the goal of making every student "meet
the standards".
I was the only one to personally question Joseph Olchefske on his
selection of 3 black women as finalists for academic superintendent.
He claimed, contrary to what he told the Seattle Times that diversity
had nothing to do with it, they were simply the best qualified. T.T.
Minor's principal said I lost the mostly black crowd over that one,
but many asked to see my papers on WASL problems and some wanted to
invite me back again to tell them more about "standards based
education" problems.
I was the only one to bring up the question as to whether the WASL
was unfairly harmful to minorities, and whether the standards were in
appropriate to start with. I told them the NAACP in Massachusetts was
taking an official position against the MCAS, their equivalent. I
warned that WASL flunked nearly all minorities, especially african
academy, thurgood marshall. Only schools with rich kids are passing,
and tasks from 10th grade are put into 4th grade. Olchefske said that
the standards were just stuff like insuring everybody reads by grade
3, and he would not apologize or back down from "high standards".
They have adopted graduation requirements somewhat like Lake
Washington's. They require a C grade point average, since the
average GPA of blacks in Seattle and most other cities is about a D.
That alone is going to flunk over half of black students who
currently graduate at the same rate as whites nationally, even if the
kids somehow manage to pass the WASL.
Community service "learning" is also required, along with a senior
research paper (instead of a senior learning project). Proficiency is
required in integrated math 2, which in years is supposed to be
equivalent to 2 years out of a algebra and geometry 1, but there is
no standard as who what constitutes "integrated" math, the series
used in Lake Washington barely touches algebra, but also goes into
linear algebra and a thousand other topics that will hardly result in
"proficiency" in anything. Ironically, the feature-by-feature math
list does not include much of anything from a 4 year algebra /
geometry / math analysis track, no trig, no logs, no solving algebra
problems.
The standards in the sequence of books handed out on the one hand far
exceeds state standard EALRS, items at grade 7 or grade 10 on the
state lists appear at much lower grades in Seattle. Kindergarteners
are expected to write stories and know a trapezoid, 7th graders are
supposed to be able to solve Algebra 1 problems and do scale drawings
specified in grade 10 on the state EALRs.
At the same time, 4th grade standards do not include most of the WASL
test items which also appear at higher grade levels. So teaching to
the standards will still result in high WASL failure rates, which is
the state's definition of what every student is supposed to know.
