In that alert I made the following observation; " Like an old Indian saying that goes something like this, ""white man speaks with forked tongue,"" Governor Bush speaks with forked tongue; he talks local control, but his actions are just the opposite. While he "TALKS" local control out of one side of his mouth, let me give you a very good example of what his definition of "local control" really is. The parents of over 520 middle school students in the Plano ISD requested, by signed petition, the recognition by the district of their parental rights to be partners in the education of their children and to be active participants in the creation and implementation of educational programs for their children, rights recognized by Texas law. The Texas Education Code in Section 26.003 clearly provides that a parent is "entitled to request, with the expectation that the request will not be unreasonable denied: the addition of a specific academic class in the course of study of the parent's child in keeping with the required curriculum if sufficient interest is shown in the addition of the class to make it economically practical to offer the class." These parents have requested the Plano ISD to comply with state law and provide their children, and all middle school children in the district, the addition of a traditional math course of study and curriculum as an alternative to the new and controversial Connected Mathematics Program. Sufficient interest was shown to the Board by the Texas Justice Foundation, and that it would be economically practical to offer this traditional math class, a class substantially different from the Connected Math Program. Despite this evidence, and the signatures of the parents of over 520 middle school students, the Board took no action. Instead, it chose to do absolutely nothing, willfully ignoring the rights of parents of the district to direct the education of their children. The Texas Justice Foundation will continue to investigate violations by this district of parental rights and additional violations of parents' and community members' civil rights. The Texas Justice Foundation is also considering filing litigation for this blatant and willful violation of parental rights and for other civil and constitutional rights violations committed by this district against parents. According to Texas Justice Foundation attorney Mr. Thomas W. Stack, one of the attorneys who presented the parent's case before the Plano Board: "The Plano ISD Board of Trustees and its Administration continue to turn a deaf ear to hundreds of parents, and to the rights of all the parents of the district, to direct the education of their children as is clearly provided by law. Parental rights exists in Texas whether the Plano ISD wants to recognize it or not, and the Texas Justice Foundation has come to Plano to assist the parents in having their parental, civil and constitutional rights honored and protected. The Texas Justice Foundation welcomes any parent of this district that has had their parental or civil rights violated by this district, and any middle school parent who wishes the choice to have their child attend a traditional math course as an alternative to the Connected Math Program, to contact the Foundation for information and to discuss their individual situation."
