The computer program assessment package is called "Monitoring Basic
Skills Progress" (MBSP) available from Pro-Ed

a site license for unlimited number of computers.
"Basic Reading monitors student progress in the area of reading and
automatically conducts curriculum-based measurement. With Basic Reading,
students work at a computer to take multiple-choice cloze tests on
instructional-level reading passages. The computer generates alternate
forms of the tests, administers the tests, and scores the student's
performance during administration."
"With Basic Math, Second Edition, students are tested at the
computer, each time on a different alternate test that includes problem
types to be taught during the school year. Basic Spelling assesses
students' spelling proficiency by having them type in words to the computer
from a year-long curriculum. For all programs, the computer generates,
administers, and automatically scores the student's tests. It then shows
the student test results and a graph of scores overtime. This graph can be
displayed for the teacher, who also receives a superimposed performance
analysis and remedial program recommendations. "
Besides scoring the test the program plots each student's score
against expected progress in the objectives (letting you know if the
student is making adequate progress) as well as letting the teacher know
what students need to learn which objectives and even suggesting
instructional groupings that would be effective.
A quick check of ERIC data base http://ericir.syr.edu/Eric/ with
the author name Fuchs and the key word curriculum-based_measurement will
give you a large part of the research base for these materials. The
Special Ed department at your nearest teacher-training institution will
undoubtedly turn up someone who is knowledgeable in this area who could
help with implementation.
P.S. $11,000 per child! Holy cow! With that amount being spent per
student they should all be exiting school with incredible outcomes. With
all the money expended somebody should gladly take a class of 8 or 10
randomly chosen first graders and guarantee they would always average in
the top half of any test.
