Here's some time line information from several references. My code
reference is listed at the beginning of each
SIS "SCANS In The Schools" prepared for The Secretary's Commission on
Achieving Necessary Skills, U.S. Dept. of Labor, by Pelavin
Associates, Inc. 2030 M Street, N.W., Suite 800, Washington, DC
20036, June, 1992.
AmC "America's Choice: high skills or low wages," Executive Summary,
National Center on Education and the Economy, 39 State Street,
Suite 500, Rochester, NY 14614 (Note, now moved to Washington,
DC). 1990.
CH "Chronological History" An attachment to letter from NCEE to me,
27 March 1995, Suite 750, 700 11th St. NW, Washington, DC 20001.
TSC "Teaching the SCANS Competencies" the SCANS, U.S. Dept. of Labor
1993.
Here are some interesting dates/facts:

Jun 1990 NCEE releases "America's Choice: high skills or low wages,"
and creates Workforce Skills Program to implement the
recommendations [CH]
Sep 1991 NCEE works with Congress to introduce federal legislation to
implement recommendations in "America's Choice." [CH]
Jul 1992 "Learning a Living: A Blueprint for High Performance, the final
SCANS report, is published.
Dec 1993 Workforce Skills Program starts work on Dept. of Labor contract
to provide technical assistance to eht skills standards pilot
projects.
Jan 1995 President Clinton appoints Marc Tucker to the National Skill
Standards Board.
This factual chronology pretty well establishes the Tucker relationship in
my mind. Tucker's NCEE document preceded the SCANS report by two years.
A Tucker apostle, Mr. Brock, first chaired NCEE and later chaired SCANS.
Brock was joined in this dual role by Resnick and Foster (and, later, by
Mrs. Clinton, who was a director of NCEE [AmC, pg. 12] and certainly
gained considerable sway with all executive agencies beginning in 1993).
By 1995, Tucker's direct influence was undeniable.
I think Art Hu was absolutely correct, even though he never said that
Tucker was absolutely the drive behind SCANS.
