I hate to burst your bubble, but being on a school board in PA I can tell
you this was a bold face lie , told by the Rep. Governor Tom Ridge during
his campaign for reelection. He knew everyone wanted OBE out so he had
his cronies in the PA DOE develope state standards on the 53 OUTCOMES
already imbedded in each and everyone of the 501 school districts in PA ,
which are there by State requirements, and now we have standards to test
those outcomes such as Honesty and responsible citizen. The OBE 53
outcomes are still there and are not going away, the DOE just developed
NEW regulations to do the state standards. The wording from the old OBE
regulations to the NEW Standards regulations are almost identical except
where ever the word OBE or outcomes was used in the old, they subsituted
the new word Standards in the new versions. The comparison of the 2 is on
the www for all to see, that there really is NO difference.
Also our STW contract that our State Signed with the Fed Gov. to receive
STW money, guarantees that PA would teach to the "outcomes". A summary of
this contract with the outcomes sections is also on the www. Finally all
50 states doing STW have contracts with the FED that call for the
continuation of OUTCOMES in education. So you see this was just a ruse,
to get re elected. However We had a citizen Peg Luksik who saw throught
Gov. Ridge's lies early, and approximately 10000 citizens, for which I was
one, worked long and hard to get Gov. Ridge overthrown by Peg Luksik in
yesterdays election. Although we were unsuccessful, we did make ALL
citizens in PA aware that OBE is NOT DEAD in PA, and that the legislature
needs to do something about this. Oh one final thing, in PA NONE OF THE
OBE OR STW OR STANDARDS were ever voted on as law by our legislation. It
was instead put into place by a Governor's Executive Order (just like the
Pres.) and through Regulation, thus bypassing the legislation and the
constitution that calls for representation though elected officials.
And by the way our State standards for Math and English have been analyzed
and are now considered some the worse in the entire Country.
So you might not want to believe everything you read without looking for
the "other side" . Remember there is always 2 sides to every deceipt!!!!

PS if you go to the Pittsburgh Post Gazette News Paper (the Largest Paper
in Pittsburgh) from last week you will read a very different view of this
DEATH of OBE..I am quoted in this article as is so many others.

Subject: Pa. and OBE...
On reading about Pennsylvania's new standards as being the end of OBE,
makes a thirty year OBE watcher say, "Here we go again!" It looks like Pa.
is going the way of Va. and several other states that are in the process
of a new name for OBE to disguise the failed, socialist system in place.
The feds have to come up with an "acceptable" state model somewhere,
methinks, they'll choose the still OBE Va. or the Pa. new image model to
force as "superior standards of excellence" on the other vassal states. In
Wisconsin, a front group that was supposed to be opposing OBE worked
behind the scenes/still is to help STW Gov. Tommy Thompson(continually
lusting to be President) implement OBE here. They set about to censor out
OBE language in state/bureaucratic regulations so they could claim, "Oh,
we don't have OBE, here." It didn't quite work-but it was a cute trick-to
deny the process of national measurement, goals, "standards" exist while
reshuffling the terminology so the people continue to lust for more Packer
victories rather than to examine the quality of their children's learning.
