Universities
* Some like Yale had no "minority" freshmen in engineering classes 97-98
* Only 10% of institutions provide "significant" access

"achievements in diversifying their graduating classes and faculty
including clearly defined human-resourcs outcomes (=quotas) among
the criteria for evaluating funding proposals
* Enrollments dropped 8.2% from peak in 97-98
