That is a nice improvement. 8th Grade Math: State moved down from 20 of 30 in 1990 to 21 of 40 in 1996. 4th Grade Reading: State moved down from 23 of 37 in 1992 to 26 of 39 in 1994. By the way, my home state of Kentucky, which also has a home-grown assessment program, moved down in all three of these test series. Still, neither state did anything terribly dramatic by way of improvement.
