We expect that (norm-referenced) scores of Wisconsin students will continue to be high when compared to scores across the nation. We are saying that being better than average is not good enough for success and that we need to expect more. For the first time, results of the Knowledge and Concepts Examinations at grades 4, 8, and 10 will be reported by percentages of students scoring in each of four proficiency levels (advanced, proficient, basic, and minimal performance). These proficiency levels were established by Wisconsin educators. The proficiency and advanced levels are the goals for all Wisconsin students and are very challenging. We expect that large numbers of students will score below the proficient or advanced levels this year. WA unfortunately has chosen to totally ignore any referencing of its "standard" to norms, simpy saying it's pitifully low. It also has a test that tests 4th graderslargely at benchmarks that appear in the 7th grade by its own documents.
