Judith Billings has been superseded in Washington state by Terry Bergeson, who used to head the Commision on Student Learning, which as formed to implement the Tucker vision in 1993. The first is a 1994 post from a Washington State source. The post is a list of the "players" in education reform up to that time and what was know about them and their involvement.
