\doc\web\97\08\perfed.txt Johnson City NJ was the first OBE school From: Fred Battey Subject: Performance Based Education Arthur: I'm not sure of the timing but I believe at least the earliest 90s, perhaps before, the infamous Johnson City, NY school was calling their OBE "Performance Based Education." It was also variously referred to as Results Based Education. A few years they changed the name to ODDM Outcomes Driven Developmental Model (I believe that is correct.) which they still use. It is all OBE regardless of name although JC claims they have never had OBE. As each program name began to attract criticism, they changed their program name. JC has been using OBE at increasing levels for over 20 years. Johnson City, NY was the model school that was used by Spady as the ideal for the nation. That has largely cooled though as JC's academic performance is rather poor and we have spread the word as best we can that their performance is substandard. Still they persist with ODDM. JC schools are also rife with major racial and social problems which are largely "overlooked" by the media. I have a large graphical study showing that they rank at best average but mostly well below average in every subject and grade level. Dr. Aldo Bernardo (bernie@binghamton.edu) has also published a couple of papers decrying the failed JC experiment. I think they are on the Esteem web site that is on the list I sent you of web sites.
