z68\doc\web\2003\06\200m.txt Here's a response from my inquiry... I also had a question about the reliability of the WASL which is answered in the second paragraph. -- Cynthia -Original Message----- From: Fuhrman, Laura Sent: Monday, June 09, 2003 3:10 PM Subject: RE: State Budget and NCLB Michele: I recently asked the question of OSPI; how much are we receiving vs. how much are we paying for the No Child Left Behind Act? Staff tells me that no analysis has been done and the Superintendent would need to be the one making the decision to undertake such a study. The State Board of Education is the entity determining validity and reliability of the WASL, which will have to be determined prior to 2008. In a legal context these issues must me determined prior to making the passing of the WASL a graduation requirement, otherwise there would be grounds for lawsuits, that will likely come regardless. Laura Fuhrman Research Analyst House Republican Caucus Education & Higher Education 360-786-7997 Friends: No. 1. Below are two URLs to study the new 2003-05 state Budget. For the SPI budget begin at Section 501. Please study Section 509, where we appropriate $46,198,000 for NCLB Act. Then in Section 513 is $128,402,000 for more Federal activities related to NCLB. I am confused here, so need some help. How much exactly is Washington State getting from the feds under NCLB? For sure The SPI has total budget of $204,010,000 for "School Reform." State Budget Web Sites: SPI begins at Section 501. http://www.k12.wa.us/Legis/2003documents/Recommendation%20Summaries.pdf http://www.k12.wa.us/legis/2003documents/Senate%20Conference.pdf No. 2. Susan Ohanian has a must read paper in the June Phi Delta Kappan, " Capitalism, Calculus, and Conscience." Pages 736-747, volume 84, No. 10, June 2003. In the same issue, Gerald Bracey shows how the USDoEd lies again, see, page 795 for "PIRLS Before the Press." No. 3. I just received Peter Sacks book Standardized Minds. This is absolutely must reading. Copies are available at great discounts on Amazon.com. Read his take on "The Crew Effect" on test scores in Tacoma. Althouigh published in 1999 it reads like today's news! Thanks for your patience. And I do need help in figuring out the state take from the Feds and how much it costs us to get a federal buck. Please give me your analysis. Don Orlich Cynthia Woods Bonney Lake, WA OSPI responds: Megan from OSPI says this about Section 509... "That budget section is the section dealing with local effort assistance or LEA. These are the state dollars sent to districts to equalize levy dollars. These are state general fund dollars, not federal dollars. Additionally, the federal dollars referenced in section 513 are the federal dollars associated with Title I and Title II programs. As you know, we have had Title I and Title II programs for quite some time. The latest version of the federal ed legislation is NCLB but we have had these Titles and the associated programs in some form for quite some time." --Megan Is that right? $200 million dollars????? Yeesh.
