The so-called independent Northwest Education Research Laboratories
is anything but.  NERL has long pushed high stakes testing and
performance/OBE.  Marc Tucker worked there. Tucker, father of ed
deform reforming, corporate darling, and confidant of Presidents, is
using the Educational Regional Labs to do his bidding. 
 
NERL contracts to "profile" the kind of students local districts want
to graduate, and low and behold, you look at each local profile and
they all look the same.  Note the Nine Mile Falls SD, a rural
community, has the same profile cell by cell as the affluent,
suburban Lake Washington SD.  The districts claim it is their own
invention.  Poor fools. NERL is the best example I can think of an
organization that manipulates to get the outcome desired with TQM and
Delphi techniques.  And we give them our tax dollars todoit, without
public disclosure accountability because they are considered
"private."
 
Our evil corporate trainer Richard Hatch, winner of the million on
Survivor, is a fine example of the way it works as well.  Playing the
game, oh yeah, big time. NERL could teach evil Richard a thing or
two.  But both process the same way and follow it with a nauseous
amount of claiming nobility and the higher ground.  Makes pure and
simple evil look attractive.
