Locke and Superintendent of Public Instruction Terry Bergeson for defending failed education policies, including the Washington Assessment of Student Learning (WASL). The mathematics portion of the 4th grade test has recently come under fire for failing to accurately assess student capability or achievement. "I fully believe in school accountability and want to guarantee each new generation of young Americans the education they need and deserve," said Hochstatter, R-Moses Lake. "However, when teachers administrators, parents, and even students themselves tell me that this test is a failure, I think we should take a step back to make certain we aren't doing more harm than good." "Gary Locke, on the other hand, must know something I don't," continued Hochstatter. "Not only is he discarding the evidence against the WASL, not only is he moving full steam ahead to make the WASL a graduation requirement, not only does he want to link school funding to performance on this test, but he won't even admit that the test has problems and needs to be fixed." Locke and Bergeson have both been active participants in what Hochstatter has called "the federalization of education." Today, federal education dollars account for just seven percent of Washington school funding, but generate more than half of the paperwork and red tape with which teachers must comply, depriving educators and students of valuable time that could better be spent on classroom preparation and individual instruction. "Goals 2000 is a failed policy that Locke and Bergeson continue to endorse," Hochstatter said. "The WASL is a failed test that Locke and Bergeson continue to endorse and refuse to fix. Point by point, they have sold our schools and the education of our children to the highest bidder, to special interests and the bureaucrats in Washington, DC." "After four years of Gary Locke in the governor's mansion, can anyone really say that our schools are better off?" asked Hochstatter. "The fact is, our schools aren't better off, our classrooms aren't better off, our teachers aren't better off, and the future our children face will darken unless we take our schools back from Locke, Bergeson, and their special interest friends."
