The 1965 Moynihan Report was updated by Jaynes and Williams (1989, A Common Destiny, National Academy Press, DC) showing the instability of the Black family had doubled and tripled. while one out of two white families will end in divorce, two out of three black marriages will eventiually dissolve. Out of wedlock biths have increased among whites from 2% in 1960 to 8% in 1982 whereas among Blacks it rose from 22% to 52% in same period. A family pattern similar to Black Americans is found in Africa south of the Sahara and in the caribbean so it is not due to slavery or particulars of U.S. (see Draper, 1989, in Ethology and Sociobiology). Similar pattern is emerging here in Canada and in Britain. The pattern is due partly to genetic effects (although culture obviously plays a role) and may be mediated by hormones like testosterone and psychologically through extraverted and disruptive personlities. East Asians (once again) are at the other end of the continuum with Whites intermediate. The pattern may also medaite the AIDS/HIV figures throughout the US (Blacks now have 2% of their population infected), Caribbeans (2.1% on average with haiti nearly 6%, i.e. African levels), and Africa is 8% with some countries like South Africa 20% infected. -- J.
