July 15, 2000 Hello Colleagues: The Office for Civil Rights of the U.S. Department of Education is circulating the draft of a report entitled: "The Use of Tests When Making High Stakes Decisions for Students: A Resource Guide for Educators and Policymaker." This report will become a major statement of U.S. government procedures and policies in matters of concern to all of us. Their input period is from now through August 7. You can get a copy by contacting: Jeanette Lim U.S. Department of Education 400 Maryland Ave SW Switzer Building Washington, D.C. 20202-1100 According to a cover letter from Scott R. Palmer, "Additional copies of the draft testing guide are available on OCR's Website at: http://www.gov/offices/OCR/testing or by calling 800-421-3481 Also, "If you have any immediate questions or concerns, please feel free to contact me [Scott Palmer] or David Berkowitz at 202-205-5526." I hope we can have some discussion here about this document, which is going to be central to many (if not all) OCR and court challenges to the tests in the coming years. George N.
