The IRS does not permit this activity if the organization is listed as a 501 (c) 3, but the WA state PTSA has historically had 501(c) 4 standing, which means it is tax exempt, but contributions are not tax deductible. There is some limited political activity permited under this standing. Promoting candidates is prohibited, but initiatives are not candidates. The question is there a PAC formed and organized with the PDC. It could answer the question. A few years ago, the PTSA talked about getting tax exempt, tax deductible status for the locals in order to increase fund raising. If the local PTSAs register members, and also has 501(c)3 status, the IRS may revoke its status if the local engages in this activity. The PTSA knows this--it just is moving to a higher level of activity than in recent history.
